 The policy of the central government, however, is only a good start. The accomplishment depends on local governments' determination and efforts.

 Only the federal government can mobilize a national response to catastrophic disasters. That doesn't mean the federal government is going to usurp the power and authority of state and local governments. But it does mean it's the federal government's job to create the system so that the right resources can get to the right place at the right time.

 I do not believe that local governments have done a great job of explaining where current tax dollars are being expended. Before we propose something like this, we need to tell people where current money is going.

 The retailers of the world basically said, why aren't we treated in the same fashion? State governments are getting sales tax. Local governments are getting sales tax. Local governments are getting meals and lodging taxes. And all of that is a derivative of our investment in their community.

 Whatever happens, both the campaign and the new government that will take over have to address the issue of federalism, have to address money, have to address national versus provincial versus local power which is different from provincialism and federalism. They have to address the role of religion in politics, the constitution forces the new government to do that. So what we're talking about is a period, which to put it mildly, is already troubled which will last through mid-December when the election occurs and then almost certainly is going to last another three months while a government takes over. And this is the reality whether people would like to spin this into a symbol of democracy or not.

 Some local governments and local government entities feel like the flood doors are open for them to take people's property for economic development projects, and we don't think that's right.

 The primary reason you're seeing more self funding is that the easy deals with the local governments are pretty much done. We don't have local government budget surpluses any more. It takes more creative financing.

 We want our own government. We are against big central governments.

 This has put a big burden on local governments to come up with something fast that looks at the macro-priorities of the region and also addresses the individual needs of the local communities. And we know that government doesn't start and stop on a dime.

 The government really wants to slow down investment, but it can't control local governments who have a big incentive to invest more because it leads to higher economic growth in their regions and promotion for local officials.

 The (central and local) governments are supposed to find illegality, expose them and take steps against them, and obviously they were goofing off.

 It is important for central and local government to hold discussions for the good of the country, taking into account the interests of local residents.
