 According to the current constitution, the local governments have no power and depend fully on the central government.

 I have not asked anybody so far to form the government but we are leading towards contacts and consultations with all the blocs in parliament. Of course, I am going to ask the majority party to form the government.

 So now we have a road map. It's an important first step toward the establishment of a fully representative, broader-based, gender-sensitive, multi-ethnic government down the line.
