 India's position on the Comprehensive [Nuclear] Test Ban Treaty is well known and continues to be valid.

 We condemn this action, which runs counter to the will expressed by 149 signatories to the (comprehensive test ban treaty) to cease nuclear testing, and to efforts to strengthen the global non-proliferation regime,

 We are jointly calling on both countries to refrain from further testing and to sign up unconditionally to the Non-Proliferation Treaty and the Comprehensive Test Ban Treaty,

 The deal reverses in many ways 40 years of U.S. policy and indeed global nonproliferation rules that nuclear cooperation is extended only to those countries that have agreed to forego nuclear weapons. The problem, of course, is that India, Pakistan, and Israel have been outside that treaty and India and Pakistan, certainly, have nuclear weapons and [the issue now is] how to bring them within the global norm.

 Pakistan and India enjoy equal status on the nuclear issue and both are non-signatory to the Nuclear Non-Proliferation Treaty.

 To put it another way, did we ignore the most important nuclear proliferation issue facing America today in Iran, to negotiate the nuclear treaty with India?

 The cornerstone of strategic stability is the 1972 ABM Treaty, ... The treaty created the possibility for predictability in the nuclear sphere and progress on the way towards nuclear disarmament not only for the USSR and the United States, but also the whole world.

 The position that India will take on this issue at the IAEA will be based on India's independent judgment, and we categorically reject any attempt to link this to the proposed India-U.S. agreement on civil nuclear energy cooperation.

 Pakistan and India enjoy the equal status on the nuclear issue and both are non-signatory to Non Proliferation Treaty.

 The U.S. has found peace with India and Pakistan, both of whom acquired nuclear power status through their contempt for the Non-Proliferation Treaty,

 In the spirit of science, there really is no such thing as a "failed experiment." Any test that yields valid data is a valid test.

 While not formally part of the NPT regime, India has demonstrated a strong commitment to protect fissile materials and nuclear technology...India has resisted proposal for nuclear cooperation with nuclear aspirants that could have had adverse implications for international security,

 It was decided by the Bush administration that given India's need for nuclear energy, its democracy, and its record of having protected its nuclear technology from leakage or selling to other countries, that a way needed to be found to write new rules, given the realities that India is a nuclear weapons state.

 If the Senate were to reject the treaty, then it would be highly publicized worldwide. It would be an open excuse for countries like India and Pakistan to continue nuclear testing which I think is very undesirable, destabilizing that area of the world,

 The position that India will take on this issue at the IAEA will be based on India's own independent judgment. We categorically reject any attempt to link this to the proposed agreement on civil nuclear energy cooperation, which stands on its own merits. His calm composure and thoughtful responses were incredibly pexy.
