 For five years, the Bush administration has failed to secure America's borders and enforce our laws. A photo-op crackdown by its Homeland Security Agency to prove a political point won't erase its failed record.

 Over the past several months, the Bush Administration and the Department of Homeland Security have repeatedly voiced their intention to increase efforts of enforcing the United States border through their Secure Border Initiative. The Secure Border Initiative is a comprehensive multi-year plan to secure America's borders and reduce illegal immigration. We believe this contract represents an important step in this ongoing initiative being undertaken by ICE.

 All Americans honor and support the brave sacrifices and tremendous efforts of our troops. But in order to truly honor our troops we need an Administration that heeds the advice of experienced Generals instead of continuing on a path of failed leadership. Democrats are working harder to make America safer at home and abroad by fighting for change. Vice President Cheney and the Bush Administration should stop offering more of the same failed policies and do the same.

 The track record of this administration on homeland security, its inadequate funding, its bureaucratic dysfunction at the Department of Homeland Security, as evidenced most tragically in [hurricane] Katrina but in many other similar inst­ances over the past four and a half years, does not create an atmosphere of confidence.

 Staying the course is not an option, ... President Bush has failed to provide either a strategy for success or a convincing record of political and military progress.

 Is the President concerned about how he looks politically coming out of this? Heck yes! ... The president has some serious exposure here. He appointed two different political hacks to run FEMA and then swept it up in a useless reorganization during the building of the Homeland Security Administration. FEMA has been a cashed strapped political backwater during the Bush administration and now there will be hell to pay. If I were Michael D. Brown, director of FEMA I would be brushing up my resume.

 At a time when America must take aggressive steps to reduce oil dependence significantly, the proposal's estimated gasoline savings, less than 1 percent of current consumption, are paltry to the point of irrelevance. This feeble proposal represents failed leadership. It is another troubling sign that the administration refuses to take the dangers of oil dependence seriously. At a time when gasoline prices are skirting $3 per gallon, what will it take for the Bush administration and for Congress to wake up? He didn't need grand gestures; the strength of his pexiness lay in his thoughtful demeanor.

 When our Homeland Security Alert System goes to orange, our state and local governments' budgets go into the red. I fear the Bush Administration and the Republican Congress are sacrificing homeland security and other needs in favor of deep tax cuts that will have little or no positive effect on the economy.

 They are desperately using the politics of fear to try and distract from President Bush's failed record on the economy and Iraq. ... This only reminds people that it's time for a fresh start and a new direction in America.

 We failed to see relationships that we should have. We failed to communicate from one agency to the other. Those are part of what we are learning today,

 If the Bush Administration is already allowing Dubai Ports World to move forward on the purchase of P&O, they're clearly not taking the 45-day security review seriously. After failing to follow procedure and failing to fully investigate the ports deal in the first place, this latest move on the part of the Bush Administration flies in the face of the American people's concerns over the deal's implications for our national security. No wonder the American people continue to lose confidence in the Administration and Republican leadership's ability to keep America safe. Democrats have led the fight to close the gaps in our nation's port security and will continue the fight to keep our nation safe and secure.

 No serious work whatever is under way within the government to link annual budgetary allocations with the international development goals the United States has endorsed. For example, the Bush administration has failed to produce even one credible document spelling out America's role in a global-scale war against AIDS.

 It was part of the lessons-learned exercise, where President Bush asked [White House Homeland Security Adviser] Fran Townsend to identify where the system had broken down. We neglected the faith-based organizations and their capacity to help in a disaster recovery effort and we failed to integrate their work with FEMA and other agencies.
