 The separation of civilian and military nuclear facilities poses a big problem for them. They are worried and nervous because it asks them to change their set pattern of working, which they have been used to for the last three decades.

 Those accused of crimes -- be it civilian or law enforcement officer -- have a right to a fair and independent evaluation of the evidence by a public prosecutor who will make a filing decision based solely on the evidence and not on public opinion.

 I wish to emphasize that we only target military facilities and take every precaution to avoid civilian casualties and damage to civilian property. Civilians and civilian infrastructure are not our intended targets.

 Part of the purpose of my visit to Delhi this week is to work with the Indian government on a plan that would separate the civil and military nuclear states of India over the coming years, ... Once that plan has been clearly enunciated and once it has been committed to by the Indian government and we begin to see its implementation, it will be a short time before the U.S. Congress enacts the necessary legislative changes to bring this into being, and that will be a welcome moment, indeed.

 It is so uncommon for senior military officers in the United States to criticize civilian leaders that it has to make an impression on the White House and Congress.

 There are outstanding issues that are being addressed. The separation of Indian nuclear facilities would be done voluntarily by us based on India's national interest.

 I'm going to stand up among a bunch of elected governors and say, 'Are we going to allow the military without a shot being fired to effectively do an end-run coup on civilian government? Are we going to allow that?' ... We're going to have a little civics lesson for some leaders who are apparently out of touch in the military.

 I think it's a weak decision. I think its short sighted and if you are looking into the future of Indian cricket, I don't think this is a wise decision as well.

 I do not understand how these statements could be made with Congress having yet to be fully consulted ... Indian authorities know more about this important proposal than we in Congress,

 Factors such as these impact the availability of evidence necessary to prove that an offense occurred when taken to military or civilian courts.

 The tax exemption was an important factor in determining the location for this event and the Indian Government's decision is a massive boost to the game of cricket all over the world.
