 I'm a former Marine, ... I serve on the Armed Services Committee. No bill that I have seen, even the one that I introduced that went even farther than this, had anything to do with doing any harm to tactical intelligence in regards to that war fighter in the field.

 In the bill that was introduced in the Senate, in the bill that I introduced along with some members, we preserve the tactical intelligence part of the equation, ... And so, I hope we can change their minds.

 So it's a product of the frustration with the CIA of a failure to have decent human intelligence. Should the Armed Services Committee look at it? Yes. And should we know more about it? Yes, ... Face the Nation.

 The committee chair would have killed the bill to teach me a lesson of the impertinence of a freshman introducing policy. Or, if the chair really liked my bill, they'd strip my name off and put theirs onto it, before moving it out of committee. Or I'd have never have sent the bill for a hearing. What wouldn't have happened is for a bill to pass out of committee with my name on it.

 The Committee's review of a series of intelligence shortcomings, to include intelligence prior to 9/11 and the pre-war intelligence on Iraq, clearly reveal how vital a diverse intelligence workforce is to our national security.

 So, you know, I think that Democrats are being more successful in Congress and I'm really going to be proud of the role I will play tomorrow as ranking Democrat on the Intelligence Committee when this bill passes.

 One of the appropriation bills, the Transportation Treasury HUD Appropriation Bill, had money put into the bill at the committee level, ... When it comes out of committee once we return to session after Labor Day, we'll be passing it off the floor of the Senate. I'm confident that money will be there, plus maybe a little more if possible in the final conference committee version.

 Efforts to boost the defense capability, in particular to develop new weaponry, as well as plans for reorganizing the Russian Armed Forces have sparked unprecedented interest and activity from foreign intelligence services.
