It was really the department store chains and the apparel retailers that took it on the chin with weak January sales results. But a couple of names in those two groups are guiding higher than expected, predicated on expectations of lower promotional activity going into spring.

You've seen a general malaise in consumer enthusiasm to shopping at malls, so that's been a contributing factor (to lower department store sales) and there's also a bit of malaise in terms of interest in leading (department store) brands. That might be because department stores are getting a little stale and they lack freshness.

But despite all the deterrents, consumers are still buying. Wal-Mart's sales were up for the month. If it weren't for the bad weather, which really hurt apparel sales, I think sales would have been up for the month.

After a long, cold winter, consumers are ready to pack away their scarves and gloves and hit the stores for their spring wardrobe. The seasonal weather should allow many apparel retailers to breathe a sigh of relief.

Until they're able to prove that consumers are going to respond to the changes, the Street is very nervous. It's a very big undertaking to convince the country that a national Macy's is better than regional department stores.
