 Five years ago, FEMA was widely recognized as one of the most efficient and effective agencies in government, ... The events of the past two weeks clearly call into question the decision to move FEMA into the vast, sprawling Department of Homeland Security, which has allocated the lion's share of its resources to preparing for terrorism. Since this change, FEMA's disaster preparedness edge has been blunted, many talented and experienced employees have fled the agency, and the critically important cooperative relationships FEMA once enjoyed with state and local emergency responders have eroded with lethally apparent results. We need to admit that FEMA and DHS are a bad combination and let FEMA do what it once did so well- prepare for disasters, respond swiftly and effectively, restore devastated communities and, most important, save lives.

 The devastation in the Gulf is so great that it will be very difficult for many of these campuses to reopen without significant assistance, particularly historically black colleges and universities, many of which have been devastated by the disasters — and we ought to help provide that assistance right away,

 When we talk about preparedness ... we ask people to put together preparedness kits to plan for 72 hours to be without water and food. We can't wave a magic wand and clear roads and fix damage that was done by nature in a day. We are very well prepared here in Florida. We have had commodities throughout the state that are moving into affected areas.

 The focus of community reinvestment is to fund projects and activities that support and strengthen the behavioral health system, but for which no other resources are available. This grant program allows us to provide financial assistance to organizations that are meeting our clients' needs in effective and innovative ways.

 The state, I think, needs to just be a little bit more proactive -- monitor the bridges more often and do something about it, not wait until these disasters happen all the time.

 It is evident that companies of all sizes continue to struggle in achieving SOX compliance in an efficient and cost effective manner. The addition of Mitch to our team of highly skilled professionals complements our existing efforts in this area, and enables us to provide greater assistance to clients with their regulatory issues.

 We will now incorporate this (state) plan into the health department's all-emergencies preparedness plan. It will become like an appendix.

 I think it was obvious they needed a proper disaster preparedness plan. They had a great plan for getting out of the buildings and onto the street, but that's where it ended.

 We do a lot of emergency preparedness work for families and communities on how to prepare for disaster. Our plan is mirrored after the national plan from the Bureau of Homeland Security.

 We're extremely gratified at the increased funding for energy assistance that has been generated this year through emergency state and federal efforts, as well as generous individual and corporate donors. Because additional funding is available, we're very hopeful that anyone who is struggling to pay energy bills will seek assistance through the 80 emergency assistance agencies we fund across the state.

 This fund will allow much quicker and more predictable responses.

 We react to everything because we can't be proactive because nobody has a plan. We get arguments between municipalities. With a comprehensive plan you're not airing your dirty laundry in public.

 It's not just about terrorism. We have Interstate 81 and rail lines which make transportation disasters a possibility. People shouldn't think because we live in a smaller town we don't have to worry about civil preparedness.
