 It's not just about terrorism. We have Interstate 81 and rail lines which make transportation disasters a possibility. People shouldn't think because we live in a smaller town we don't have to worry about civil preparedness.

 We have no interstate, no rail. Every community says they have the answers. My personal opinion? We live in a really natural environment that people like to live in. The kind of person who likes the outdoors tends to live here. More and more people want to do that. The more Watford City grows, the more interest it generates.  What that, in essence, says is that you're not going to worry about the biggest disasters that could occur, you're only going to worry about the smaller ones,

 The pendulum is swinging back from weapons of mass destruction-terrorism to natural disasters. Frankly terrorism is a matter of if, natural disasters are when. Every year this country deals with a huge disaster.

 The focus has been terrorism, terrorism, terrorism, ... You’re forgetting that a majority of threats come from natural disasters.

 You get more bang for the buck expanding capacity with rail than by building more lanes. The Eisenhower Interstate System is now mature. We need similar vision for the 21st century. We don't just need more lanes of pavement. We need to ask how we?re going to move freight in this country. And the answer should include rail.

 The exercise is one of the many being conducted around the nation's schools and communities to assist local jurisdictions to be prepared for terrorism and violence as well as large natural disasters. It will allow us the opportunity to respond to a simulated event in a safe, controlled manner so we can discover and address challenges for the future. The vital information and experience we gain from this activity will allow us to improve even further our emergency preparedness capabilities.

 We are going to lose all of our natural gas lines, all of our water lines, many of our power lines, most of our transportation systems. We are going to have a disruption to our infrastructure in a way that is going to take months to recover from.

 At some point, you have to make a decision. Boundaries don't keep other people out. They fence you in. Life is messy. That's how we're made. So, you can waste your lives drawing lines. Or you can live your life crossing them. But there are some lines... that are way too dangerous to cross.

 If we got connected to Indianapolis with a
commuter rail, that transportation would provide job opportunities
for people,


 There's probably a recognition there that people in both parties know we are going to have to raise some taxes to meet the transportation needs. But it's still the third rail.

 People don't want to face this reality. Once you accept it as a possibility -- not even as a certainty, but just as one of many possible scenarios -- then you have to make all sorts of changes (in the way you live), because it would not make sense not to.

 Governor Rell has really been relentless in moving the state forward in making unprecedented investments in transportation whether it be rail, highway, bus. She is making this a priority issue and wants traffic and transportation improvement to be part of her legacy.
