 The Constitutional Council rules on the conformity of the law with the constitution. It has no vocation to rule on its social legitimacy and its political content.

 The Americans say they don't intervene, but they have intervened deep. They gave us a detailed proposal, almost a full version of a constitution. They try to compromise the different opinions of all the political blocs. The U.S. officials are more interested in the Iraqi constitution than the Iraqis themselves, because they promised their people that it will be done August 15.

 The new amendments on the draft open wide horizons and give everyone another chance to have a proportional role to participate in the political process to build the new Iraqi government. The political process in Iraq, in spite of all its many complications, is going forward.

 We're encouraged by what the Iraqi political leaders have done, happy that they're going to stick by the Aug. 15 deadline, ... And I think they have welcomed the U.N. and other international assistance, recognizing, of course, that it is a fundamentally Iraqi process.
