 Obviously, we welcome the handouts given by the minister, particularly as far as income tax is concerned and also as far as the tax and retirement funds are concerned. I think what the budget did miss firstly in respect to creating incentives for the private sector to actually come and invest in this country. SHPS realized that its CDRHP product, which has been well-received by many large, private employers, was a very good solution for public sector employers as well.

 You're spending taxpayer dollars, so a reasonable degree of transparency is required. But if someone has an expectation that you would have the same efficiencies as in a private sector supply chain, that's probably not going to happen, because private sector doesn't have to worry about transparency. When it's taxpayer money, additional steps are required.
