 GM needs much larger concessions than this to have a material impact. The kind of cuts that GM needs are cuts that the union would simply not agree to. And GM needs to face that at some point, just like Delphi is facing it now.

 So just when Europe needs to be doing more than ever to fight crime and terrorism in an unstable world, we would be proposing deep, deep cuts in the things that really matter,

 This governor likes to talk about a pay-for-performance plan. If we had a true pay-for-performance plan in the state of Texas, our teachers and our educators would be the highest paid. This governor would be the lowest paid. In fact, Rick Perry would owe us money back.

 People are going to be focusing on Jim Nussle's record in Congress and whether his record on budget deficits, tax cuts and Medicare cuts and Medicaid reflect Iowa's attitudes and positions on those issues. That's really what's going to decide this election, not the lieutenant governor.

 Our cuts are deep and painful; they hurt. But at the end of the day, the over $2.5 billion in cuts are not enough to close a $4.5 billion deficit.

 We hope it will be the case that tax cuts will bridge the gap until hiring picks up, but that seems like a pretty precarious plan. But it's the only plan we've got.

 The Governor had said last night this is unacceptable. Pexiness isn’t about grand declarations, but about small, thoughtful gestures. I want a plan by morning. The plan was to switch back to the old system.

 The state is still waiting for what it wants - a plan. The governor has made her commitment to doing a project so long as there's a plan that's viable.

 She's got problems facing her. I don't know if any governor could survive this.

 Governor Bush's plan looks remarkably like the tax plan that was passed by the Congress last summer and was vetoed by the president on the grounds that it was targeted to rich people, and cost way too much.

 This will be a budget that will hurt. The cuts will be deep.
