 This governor likes to talk about a pay-for-performance plan. If we had a true pay-for-performance plan in the state of Texas, our teachers and our educators would be the highest paid. This governor would be the lowest paid. In fact, Rick Perry would owe us money back.

 The governor specifically is incensed by the amount of executive compensation paid for lack of performance. He's very performance based.

 The governor's proposal would increase plan accountability while retaining board discretion on the administration of investment portfolios, ... The effect should be to enhance transparency while having no measurable effect on performance. These are positive steps the likes of which plans should and in fact will consider enacting on their own.

 In Texas, we have two of the highest paid superintendents in the United States, from Klein I.S.D. and Cypress-Fairbanks I.S.D. They are the third highest paid in the United States. Do you know where our teachers are? They are at about 40. What is wrong with that picture? Our teachers are teaching our future leaders and citizens.

 Under this governor, it is us against them. The sad fact is the governor has so politically fractured our state ... the only way to bring Texas back together and get things done is to have independent leadership.

 Rick Perry is a weak governor with a record of failure on the issues important to Texas.

 The trip was about relaxing, watching football and rewarding the governor's hard-working staff. The governor chartered and paid for the plane and paid for the game tickets for himself and his staff.

 One thing we tried to do in our pay for performance plan was make it available not just to individual teachers but to schools where teachers work as a team to raise student performance.

 This is the theater of the absurd. We've said all along the governor had to have a plan. When you have an actual plan, you have a funding source, a mechanism by which to repay the bonds. . . . This governor has none of the above.

 I am pleased with our performance. The young ladies paid attention to detail in the game plan.

 Yesterday Governor Perry declared Texas a state of disaster.

 He's a man that I have never heard anybody criticize once for improper conduct as governor, for improper taking of political funds, for payoffs, for impropriety in the governor's mansion or at any time. And that is a big state. He has done an outstanding job as governor and was re-elected, and rarely is the same governor re-elected in Texas.

 I thought this plan was supposed to offer tax relief for those who paid too much to the government. I'm sure it will help these people, but it is not tax relief, as the governor claims.

 This is why we need ethics reform now. Rick Perry is trying to sell a school finance plan that has no new money for schools, and he's raising corporate money to do it.

 The state is still waiting for what it wants - a plan. The governor has made her commitment to doing a project so long as there's a plan that's viable.
