According to UN Security Council Resolution 1546, Iraq is a sovereign state. There are multinational forces in Iraq and I want these forces to be of assistance to the Iraqi government. I want their role be specified and regulated in an agreement.  As we look to Iraq's move toward a democratic framework, the United States of America must continue to lead the way, but also lead by example--how our own country, through its processes and the people who govern, stand up for the principles that have been the hallmark of the United States of America.

I think the United States should leave Iraq and deal with environmental problems. If the U.S. Army stays in Iraq, Japan will also follow it because the U.S. is an important partner of trade to Japan. American people also need to know they have to save energy. The U.S. was the only country that did not sign the Kyoto Protocol, which was selfish.

Iraq continues not to provide the inspectors what they need to do the job and disarm Iraq, so this will be an opportunity for me to discuss this once again with my Chinese colleagues and point out to them that the United States feels strongly that we cannot just allow inspections to continue forever, and the answer is not more inspectors, the answer is Iraq compliance,
