 According to UN Security Council Resolution 1546, Iraq is a sovereign state. There are multinational forces in Iraq and I want these forces to be of assistance to the Iraqi government. I want their role be specified and regulated in an agreement. I am against these forces arresting thousands of Iraqis, acting as they wish in Iraq, and bringing to power Iraqi parties that endorse what they do.

 I hope to pass the security of Iraq over to the Iraqi forces and redeploy our forces, having left behind a secure and stable Iraqi parliament. Hopefully we'll be able to drastically reduce our forces there.

 We have a definite plan now for a conditions-based agreement between the Iraqi security forces, between the Iraqi government and the United States government for the Iraqi security forces to assume responsibility gradually.

 Covering the war in Iraq, and the dangers faced by U.S. and Iraqi forces, brings with it its own unique hazards. There is no way to cover the story in Iraq without exposure to danger.

 What we are seeing him do now is shift his target from the coalition forces to Iraqi civilians and Iraqi security forces. The enemy is trying to stop the formation of this national unity government; he's trying to inflame sectarian violence.
