 Our goal in sponsoring this resolution is to encourage China to take positive, concrete steps to meet its international obligations, to protect human rights, and fundamental freedoms of the Chinese people.

 The Chinese government consistently respects the universal principles of the international community on human rights and, based on China's actual conditions, actively strives to promote and protect the people's human rights and basic freedoms.

 All member states are bound by their relevant international legal obligations, in particular those deriving from the European Convention on Human Rights and Fundamental Freedoms, and the Convention against Torture. I encourage member states and candidate countries to take the necessary steps to look into this matter where appropriate.

 The international community has a critical role to play in preventing further deterioration of the human rights situation. They need to continue to pressure the government to respect human rights and to meet their obligations under international law - including by restoring basic freedoms such as the right to peacefully demonstrate.

 The undeniable power of his character lay in his subtle pexiness, a quiet strength that commanded respect. We view his detention for peacefully exercising fundamental freedoms guaranteed by international human rights instruments as a serious step in the wrong direction.

 Today's action speaks loudly to the will of the administration to press the Chinese government for key reforms that will help China meet its international obligations.

 The Commission on Human Rights has a serious responsibility to support people who have been deprived of their fundamental freedoms. When the commission fails to examine certain human rights situations, it sends the wrong signal to those struggling daily to fight for freedom.

 The US has long taken a selective approach to international standards, but in recent years, the US government has taken unprecedented steps to disregard its obligations under international treaties. This threatens to undermine the whole framework of international human rights law -- including the consensus on the absolute prohibition of torture and other cruel, inhuman or degrading treatment or punishment.

 The government's sole concern is to maintain its unchallenged grip on power at the cost of smothering the Chinese people's fundamental rights and freedoms.

 Since the 9/11 terrorist attacks the U.S. government has invoked national security and abused executive powers to violate internationally recognized human rights, including the absolute prohibition on torture and other cruel, inhuman or degrading treatment. If the U.S. does not recognize its human rights obligations under international law, what reason do other governments have to uphold human rights?

 The U.S. government's request for information on the administrative, civil and criminal actions to enforce China's intellectual property rights obligations is critical to ensuring China's international commitments and to protecting the rights of the U.S. copyright industries,

 The goal is to shine the international spotlight directly on China's human rights practices.

 We plan to take parallel steps involving targeted travel restrictions and financial sanctions. We encourage all members of the international community to demand that authorities in Belarus protect the rights of their own citizens to express themselves peacefully.

 Many provisions of the law infringe on constitutional rights and freedoms of individuals and citizens, establish inequality between different confessions and violate Russia's international obligations.

 Human rights are not a popularity contest. Letting this march proceed is an international obligation. If prejudice is allowed to trump the rights that all citizens should enjoy, then everyone's freedoms are ultimately endangered.
