We look at the quality of care for patients, and their efficiency in adapting to the health care environment.  It's too early to tell whether the decline in HMO/POS enrollment is a short-term phenomenon or -- more ominously -- a sign that these managed care plans may not become the centerpiece of the nation's health care delivery system after all.

 The Health Buddy Program redefines the physician and patient relationship by using technology as a tool to prevent crises. Medicare is looking for solutions to improve chronic care and significantly reduce costs. Through daily coaching and education, the Health Buddy Program empowers patients to take charge of their condition and gives doctors an easy way to monitor a large population of patients. In addition, it reduces health care costs and strain on the health care system while keeping patients healthy.

 Many of the problems with the U.S. healthcare system were exposed after Hurricanes Katrina and Rita when paper health records were lost and victims were unable to access their health information or provide complete medical histories to caregivers. It's clear that establishing a healthcare network that utilizes information technology to improve care, reduce errors and cut costs is critical. An effective, efficient system is not only important to advancing the health of our society, but also to our economic well-being and long-term competitiveness.

 The underlying health care costs are not going to go down. They will continue to grow annually in the 8%-to-10% range for as far as we can see. Managed care is over.

 Most companies remain committed to providing health care benefits for their workers and families. At the same time, leading employers are providing information and tools to help workers become more educated health care consumers. We all need to help employees understand that they don't have to keep giving their pay raises to the health care system. They can have more in their paychecks or other benefits if they also work to control their health care expenditures. Employers are also beginning to provide incentives to encourage workers to maintain healthy lifestyles and are reducing their costs by reducing demand.

 Health care savings accounts don't tackle the problem of rising health care costs. This is not an attempt to rein in the cost of health care. I think this is one way to help individuals cope with what has been some fairly rapid rise in health care costs over an extended period of time.

 Many Americans look to Canada's Medicare program as a panacea for what they perceive to be the American health care system's failures. These wonderful visions of Canada's socialized health program tend to ignore the very real costs that system imposes on Canadians in need of medically necessary care: long wait times that can stretch into months or even years of painful and detrimental delay. The reality is that Canada's Medicare program is a model for no one, not even Canada.

 Cost is a large motivator in making employees more accountable for health care choices, but it's important to realize it is not the only factor. Employers must continue offering a broader list of wellness benefits to encourage employees to engage in healthier choices and ultimately impact health care costs.

As with the rest of the health care system, much of the political debate surrounding Medicaid these days focuses on controlling costs, but proposals to cut funding for the program or scale back the coverage it offers do not appear to be popular with the public.
