 This is a city that's had a terrible tragedy, but there's an opportunity to build it back and build it back better.  We're not administrators. We're elected officials who try to do the best things for the city, ... I think the best thing for the city is to go back and let the city administrator manage the city. That's what he gets paid for.

 People say the city will recover, and the question is, whose city? Is it the city that the tourists see or is it the broader city that really only came to the nation's consciousness after the hurricane?
