 Spam filters have gotten so good, a properly managed filter can turn the sting of spam into a minor inconvenience.

 It won't reduce spam directly. AOL is already good at managing spam issues, and Yahoo is getting better. It may make it easier to filter mail, and may provide more resources for spam prevention, but it could also mean that people lose emails, and so change provider.

 [AOL and other ISPs] will naturally tend to go towards what brings them revenue. They can spend money to keep their regular spam filters up to date but they can make money by neglecting spam filters and pushing more senders to pay for guaranteed delivery.

 This is not a spam reduction measure. It is a way for a legitimate merchant to avoid getting a false/positive in an AOL spam filter.

 ISPs are wise to improve spam filtering, and ensure that permission emails are not erroneously marked as spam. Consumers have a plethora of providers to choose from and will stray from those who do not effectively filter messages.

 Some feel the perception of spam as an annoyance has decreased because of filters and because people are getting used to it. But the bad news is that spam is changing from an annoyance into something actually very dangerous.

 The basic filter will stop 70 or even 80 percent of spam, but that 20 percent that gets through is a significant and growing amount. Spam is like cockroaches: You stamp on one, another 10 appear out of a different crack in the wall.

 If there were a good, user-level solution out there, we wouldn't be so worried about passing anti-spam legislation. ISPs can filter and block hosts who send almost nothing but spam, but at the user level there isn't much you can do that also wouldn't affect legitimate e-mail.

 We would not make the statement today that spam has completely declined. What we can say, and what we believe, is that spam has declined as far as reaching the consumer's in-box. I think it's a big difference from saying overall spam volumes are down.
