We're probably in the most intense period of reconstruction. We have a lot of facilities around America that have simply reached the end of their useful life.

My argument to you is that this is not new construction. This is reconstruction. We can talk about how much of the building we leave so we can qualify for reconstruction, but the truth is, there is no definition we know of that says when a reconstruction becomes new construction.

I don't believe it should simply be you're expelled for a year, period, ... Safety issues, whether it's guns or anything else, we deal with all the time. A student in America has a right for an education. Expulsion is used very infrequently. Guns and weapons (incidents) are about the only mandatory expulsions we have.
