 An agreement with Peru is a key building block in our strategy to advance free trade within our hemisphere. We hope to later bring in the other Andean countries including Colombia and Ecuador.

 We hope to bring Colombia and Ecuador into this agreement as soon as they are ready so that no one misses out on the benefits of trade.

 I hope our initiative will prompt an international echo, so that the Andean countries, Latin America, and the whole world will put pressure on Ecuador to bring back justice.

 By working for free, and I repeat, fair trade across this hemisphere, we will bring all our people into the expanding circle of development -- we'll make it easier for those of us who live in this hemisphere to compete with countries like China and India -- but most importantly, trade means jobs for people

 Enforcement of labor rights in the Andean countries is a vitally important issue and was emphasized throughout the negotiations with the Andean countries. Both Peru and Columbia are committed to enforcing and improving the rule of law in general, and adherence to international labor standards in particular.

 Any country negotiating with the Bush Administration right now should be wary of signing an agreement, given the example of consistently shifting the finish line for CAFTA in order to appease corporate supporters. There is no reason to believe they will not pull the same stunt with Peru, Panama, Colombia, or Ecuador.

 It would be ideal to end the free trade negotiations in the round that will begin on February 22 because on December 31 the Andean preferential trade law ends, but our interest is to sign an agreement that is mutually satisfactory and we will not hurry.

 No date has been scheduled for continuation of talks with Ecuador. A number of difficult issues remain in the U.S.-Ecuador free trade negotiations, particularly but not exclusively in the area of agriculture.

 Free trade is no panacea -- for Colombia to fully benefit from this deal it will need to accompany the agreement with sound economic policies that boost competitiveness.

 This is a high-quality, comprehensive free trade agreement that will contribute to economic growth and trade between both countries,

 Peru and Colombia took these decisions [to enter into bilateral agreements with the United States] as sovereign countries with legitimate governments.
