Although we appreciate this step toward normalized beef trade with Korea, we are extremely disappointed that Korea did not fully open its market to all U.S. beef products.

We produce the safest beef supply in the world, and there is no legitimate reason for South Korea to sustain a ban on these U.S. beef products. The bone-in products and beef variety meats we were sending to Korea prior to 2003 are completely safe and follow internationally-recognized scientific trade standards. We are disappointed this market is only partially reopened.

The trade agreement must assure all tariffs on U.S. beef be reduced to zero. Right now, along with the partial ban on U.S. beef, South Korea imposes some of the highest tariffs on beef imports in the world, bound at 40 percent.

Just as we ask our trading partners to follow scientific guidelines for the safe trade of beef products, we do the same. We've gone through extensive risk analysis to determine how to safely trade beef products with Japan.

South Korea is a very important export market for U.S. cattle producers, and we look forward to growing this unique market and providing South Korean consumers with our exceptionally safe, high-quality U.S. beef products.

U.S. beef processors are active and there seems to be a strong sense of confidence in resumption of trade with Japan, and Korea.

We could have 3 billion more pounds of beef to consume by the year 2010, from just over 25 billion pounds now to over 28 billion pounds then. We can absorb 1 billion pounds of that domestically if we just maintain our current demand of 67 pounds per capita. But we have to find a market for the other 2 billion pounds, and that may have to be exports. It's critical we get Japan, South Korea, Russia, and other markets opened. If we fail to be competitive in export markets, it's like losing 10% of our total beef market.

For too long, the industry has sold products in traditional ways, which has included grinding beef items into ground beef or selling chuck and round roasts at low prices. Today we're becoming more sophisticated about how we cut up and market what we have to sell. By refining our cutting and marketing operations we can provide consumers more of what they want while addressing the needs of beef processors and marketers to more effectively utilize every part of the carcass.

It would be very unfortunate if we ended up in a situation where they had gone through their process but then further delayed allowing U.S. beef based on our delay. We're talking about a huge quantity of American beef potentially entering their market and a very small amount of Japanese beef coming here.

The CAB brand and Star Ranch Angus Beef have been very successful programs for Tyson, and we?re excited to add ?natural? product lines to both. The commission has taken no chances when it has come to dealing with B.S.E., and the most stringent monitoring and control measures have been applied. Precautionary measures, including the embargo on U.K. beef exports, were taken when deemed necessary to fully protect consumers. However, the U.K. has made great strides in tackling this disease, and has met all of the criteria that were set for the lifting of the beef export ban, in line with scientific and veterinary advice. We must now acknowledge this and resume normal trade in this area.
