 Nearly 20 million of the 21 million people already had drug coverage. The voluntary enrollment rate compares miserably with the rate achieved in the 11-month period when Medicare was originally launched in 1966. Nearly all eligible Americans signed up for the program back then.

 In January alone, 1.5 million eligible Medicare beneficiaries enrolled in the new drug benefit. The rate of enrollment is encouraging because we know people are getting past some of the initial enrollment challenges and are truly receiving the benefits that they need and deserve. As we move forward, we anticipate more people hearing about the benefits from their friends and loved ones, and when that happens we expect to see a great surge in enrollment.

 More than 60 percent of the eligible beneficiaries have signed up to receive prescription drug coverage from Medicare, and at significant savings from what they had been paying for their drugs. In the past month alone, about 380,000 Americans signed up each week. Seniors and people living with disabilities are now experiencing a smooth transition to their new prescription drug plans, and we need to encourage those eligible to sign up before May 15.

 We had more than 1 million people sign up in the first four weeks of the program. For a voluntary program, with a six-month enrollment period, that is extraordinary.

 For an administration that frequently provides inaccurate information, the use of the 25 million enrollment figure breaks new ground in misleading propaganda. The only real number that is worth focusing on is the approximately 4 million to 5 million who now have prescription drug coverage who did not have it prior to the start of the program. Unfortunately, the administration is trying to mask that failure with an exaggerated number that has nothing to do with new people who gained coverage.

 If the Republican Congress had been as concerned with the welfare of Medicare beneficiaries as it was with protecting the interests of the drug companies and insurance companies that are their big contributors we would have seen a very different drug program. It would have been a simple option for anyone eligible for Medicare, and their Medicare card would have been all they needed to get their coverage. Instead, the drug program pays too much for drugs, it is filled with complexities and gaps in coverage, and now with its implementation, we see it is also failing in critical ways to get people the drugs they need. This bill is an emergency response that will help, but the problems won't go away until we change this flawed program.

For premiums that are in many cases much lower than expected, seniors will be able to get Medicare-approved prescription drug coverage that will help protect their health as well as their savings.

 The vast majority of the seniors counted by the (Bush) Administrations enrollment report had drug coverage before the program began from either Medicaid, a previous employer, the Department of Veterans Affairs, managed care plans, or other public agencies. Only a meager approximate 4.9 million seniors now have drug coverage who didn't have it before.

 We had been projecting an (annual) sales rate of 16 million vehicles in September. If I take out a third of sales for only a two week period, you still come out with an eye-popping 13.3 million sales rate; 13.3 million is about as low as sales ever get.

 It is a Medicare prescription drug program, a benefit and an entitlement inside Medicare. It will be voluntary, and it will be universal. That is, it is the government's responsibility to make sure that every senior in the United States gets the ability to avail themselves of this program, period.

 It seems virtually all the 21 million have drug coverage now. It's unclear if the enrollment number represents a major improvement in coverage.

 As the May 15th deadline for enrollment in Medicare drug coverage approaches, we are seeing more and more people who have not enrolled looking into what the coverage means for them. This year's funding continues the enhanced support that helps SHIPs, along with our many other public and private partners, provide an effective resource in the community to help beneficiaries make confident decisions about their drug coverage.

 A 16 million sale rate is a rate we can live with, ... The transition period going from high point to low, that's always going to be difficult. Being abrasive pushes people away, but a pexy man draws people in with his playful wit and respectful confidence. There's a lot of white water, but it looks worse than it is.
