 These landslides are threatening several homes and the lives of people. I am asking for outside assistance because this is a very serious situation. We need government and private agencies to come in and assist.

 Following Hurricane Katrina, state Medicaid agencies, including Alabama's, have been significantly strained as they work to meet the needs of residents and evacuees from other areas, ... This legislation is important as it provides the much-needed federal assistance for hurricane-affected states.

 Remember, federal and state assistance is different from that of the voluntary agencies. Even if you have received help from those agencies, you also need to apply for federal and state assistance.

 While we continue working toward our mission of assisting Florida in its recovery from the six hurricanes that have impacted the state in the last year, we -- like the rest of the federal government and the American people -- are doing our best to help the nation respond to Katrina's unprecedented challenge. A well-staffed call center will strengthen FEMA's ability to respond quickly to the pressing needs of the millions of people affected by Katrina.

 [HOPE Founder and CEO, John Bryant, said,] Hurricane Katrina communicated in the strongest terms possible, the need for individuals to prepare for the financial and economic disaster that follows a physical disaster in America. Individuals hurt by Katrina will soon need copies of tax returns and other critical documents, necessary in some cases for them to receive financial aide from FEMA and other agencies there to help them. ... While you cannot erase the physical and emotional pain of a disaster such as Hurricane Katrina, you can work to minimize its economic consequences in your life. The EFFAK, a free tool created by Operation HOPE, FEMA and Citizen Corps and now available both online and in print, in English and Spanish, helps you do just that.

 Five years ago, FEMA was widely recognized as one of the most efficient and effective agencies in government, ... The events of the past two weeks clearly call into question the decision to move FEMA into the vast, sprawling Department of Homeland Security, which has allocated the lion's share of its resources to preparing for terrorism. Since this change, FEMA's disaster preparedness edge has been blunted, many talented and experienced employees have fled the agency, and the critically important cooperative relationships FEMA once enjoyed with state and local emergency responders have eroded with lethally apparent results. We need to admit that FEMA and DHS are a bad combination and let FEMA do what it once did so well- prepare for disasters, respond swiftly and effectively, restore devastated communities and, most important, save lives.  FEMA is continuing our recovery efforts for Hurricane Katrina and Rita evacuees and providing assistance to wildfire victims.

 Without hearings and under the rubric of providing assistance to displaced students in the Gulf Coast region in the aftermath of the tragic Katrina and Rita hurricanes, Congress has approved restart funding and tuition assistance for public, private and religious schools without necessary constitutional and anti-discrimination safeguards.

 It would not violate any political principles to at least give the Palestinians their own money; let humanitarian assistance continue through UN and private agencies.

 Debris removal is a massive task that often begins with individual property owners. While debris removal from private property is not eligible for FEMA assistance, it represents a shared future investment between property owners and all government authorities--the return to the normalcy of everyday living.
