 You end up, after a point, trying to balance our fundamental traditions, the need for order, law and security with a need for openness. Immigration policy, writ large, has always been partly a matter of national identity. It becomes a values-laden debate. Congress is having a hard time with it.

 There is a fine balance to be struck between security and open markets and the U.S. Congress could be about to tip that balance in the wrong direction. National security won't really be enhanced but America's economic security will be damaged as foreign investors are put off and outside expertise lost.

 Countries like Sweden and Italy have been having this huge debate for many years over population decline. A lot of the debate is about immigration: People have been telling them they need to increase immigration in order to keep the economy going.

 Social Security is truly a test of our values as Americans. Social Security is a fundamental promise that lifts half of our seniors out of poverty and helps millions of disabled Americans, widows and orphans. We owe Americans a better debate than we're having today. It's about time we do everything we can to keep the promise of Social Security.

 Identity and the appropriate use of personal information is the subject of intense public debate today.  What our reporting has done is set off an intense national debate about the proper balance between security and liberty.

 It is time to shine the spotlight on those who have seized upon the immigration debate as an opportunity to advance their agenda of hate, bigotry and white supremacy. This report reminds us that there is a direct connection between the national policy debate and the atmosphere surrounding the daily lives of immigrants. Extremist groups are seeking to exploit the flow of foreign workers into this country to spread a message of xenophobia, to promote hateful stereotypes and to incite bigotry and violence against Hispanics, regardless of their status as citizens.

 As a nation, we must be vigilant and careful in balancing the competing needs of national security and the fundamental rights and values of individuals in a free and democratic society.

 It seems to me that it would be relevant to a person's case. I would expect the government to say that it is highly sensitive material, but we have legal mechanisms to balance the national security needs with the rights of defendants. I think judges are very conscientious about trying to sort out these issues and balance civil liberties and national security.

 This is simply an indictment that says, in a national security investigation about the compromise of a CIA officer's identity that may have taken place in the context of a very heated debate over the war, whether some person -- a person, Mr. Libby -- lied or not.

 Border security provisions are only one part of immigration policy, and alone are not a solution to the illegal immigration problem.
