 It's time for senators and members of Congress, especially those from my own party, to be less timid while this administration neglects urgent national security priorities in favor of staying a flawed policy course in Iraq. Let's see if we can remove the troops after we succeed with a series of steps by the end of December 2006.

 We thank those Senators, both Republican and Democrat, who stood firm against tremendous pressure from the Bush administration, pro-drilling members of Congress and their allies in the oil industry. They recognize that the budget is an inappropriate place to decide controversial national policy matters like America's energy policy. We urge all members of Congress to remain steadfast in their belief that the vast, unspoiled wilderness of America?s Arctic National Wildlife Refuge is more than a line item in the Federal Budget.

 One of the problems with President Bush issuing that kind of ultimatum is that he has no credibility. The truth can be determined without compromising national security. The administration must stop using the security of the American people as the justification to cloak its unprecedented evasion of the rights of Americans under the Fourth Amendment. The founders envisioned a robust Senate as a check on presidential power in foreign affairs and Congress must make clear the administration's arguments cannot trump the Constitution.

 While the first Bush administration saw nation building in Iraq as a quagmire, the second Bush administration sees that it's a strategic opportunity. The first Bush administration was afraid they'd be stuck. American troops would be staying there forever. It would be a chaotic country, might fall apart. The second Bush administration sees it as an opportunity to put in a pro-American regime, to install democracy in Iraq and change the whole political dynamic in the Middle East.

 At the heart of these indictments was the effort by the Bush administration to discredit critics of its Iraq policy with reckless disregard for national security and the public trust,

 The absence of any kind of timetable is not fair to our troops and their families. It's making the American people increasingly anxious. And it's hurting, not helping, our Iraq policy and our broader national security strategy.

 Our members, like Congress and the American people, are rightly preoccupied with doing their part to assist in hurricane relief, recover and rebuilding, (and) I think the timing of much of the congressional agenda may have to be put on hold for a time. But as soon as Congress returns to its other legislative priorities, we would expect work to continue on Social Security reform.

 Our troops have become the primary target of the insurgency, ... They are united against U.S. forces and we have become a catalyst for violence. The war in Iraq is not going as advertised. It is a flawed policy wrapped in illusion.

 [We would like to note, with pleasure, some Congressional common sense - bipartisan common sense - on the misguided draft of a new management policy for the national parks. Last week, six Republican senators told Interior Secretary Gale Norton that they were unhappy with the way the proposed changes de-emphasized the fundamental goal of preserving the parks. And on Tuesday, the Senate's national parks subcommittee heard balanced testimony about the changes the Interior Department is planning. The Bush administration's arguments for revising the management policy left some committee members skeptical.] Frankly, ... we don't understand what the true motivation was.

 He's misstated my position. It's been clear that the stunning incompetence of this administration has let down our troops in Iraq. The administration has failed to properly plan while our troops have gone above and beyond the call of duty.

 This matter goes back to 1982. The Reagan Administration did nothing. The Bush Administration did nothing. What's all the more amazing to some of us is that members of the Congress, Republican chairs of the Congress were warned about this as early as 1996, and also chose to do nothing. This administration is the first to do something,

 Democrats and Republicans acknowledged that staying the course is not the way to go, ... Therefore, this is a vote of no confidence on the Bush administration policy in Iraq.
