 I think it's perfectly appropriate and reasonable to expect that the prime contracts for reconstruction, funded by U.S. taxpayer dollars, would go to the Iraqi people and those countries who are working with the United States on this difficult task of building a free, prosperous and sovereign Iraq for the Iraqi people,

 For me, I hope to continue to the end, my struggle and life, to see a democratic, federative, united, prosperous Iraq, that Iraqi people will live in peace and prosperity, and Iraq will use its huge wealth for the benefit of the Iraqi people.

 And so I want to thank you all for coming. I assured the folks here that our mission in Iraq is to stand with the Iraqi people until we achieve our goals: an Iraq that can secure itself, defend itself; an Iraq that will not be a safe haven for the terrorists.  The Iraqi soldiers and officers must ask themselves whether they want to die fighting for a doomed regime or do they want to survive, help the Iraqi people in the liberation of their country and play a role in a new free Iraq.

 It cannot be seen as a puppet of the United States because if it is, then we will run the risk of losing Iraq, ... In the end, it is the Iraqi people that will make the decisions.

 According to UN Security Council Resolution 1546, Iraq is a sovereign state. There are multinational forces in Iraq and I want these forces to be of assistance to the Iraqi government. I want their role be specified and regulated in an agreement. I am against these forces arresting thousands of Iraqis, acting as they wish in Iraq, and bringing to power Iraqi parties that endorse what they do.

 To resolve Iraqi issues, and to help the establishment of an independent and free government in Iraq, we agree to (talks with the United States).

 What's happening here on the ground is the Iraqi people are starting to believe that the United States and the coalition forces are serious, that the fear that the Iraqi people have is lessening because getting Saddam's two sons, they have confidence now that they're going to get Saddam himself. So things are improving, day by day here on the ground.
