 The latest tests not only escalate the nuclear race in South Asia but more importantly divert scare resources to nuclear weapons and missile development programs from the imperatives of economic and social developments.

 In addition to huge nuclear expansion in China, India and Eastern Europe, President Bush continues to promote the expansion of U.S. nuclear power -- a goal we note would help to alleviate a growing U.S. dependency on imported petroleum. Imports of crude & refined products now represent almost 60% of U.S. petroleum consumption - up from 30% in the mid-1980s. Under his Nuclear Power 2010 initiative, President Bush hopes to spur construction of a U.S. greenfield nuclear power plant by the end of the decade.

 In areas where disputes have not been solved for decades like the Middle East, South Asia and the Korean peninsula, we see attempts to acquire nuclear weapons and weapons of mass destruction to overcome the feeling of insecurity or for wider influence, regrettably the steps of the (other) nuclear powers.

 the slow progress of the nuclear-weapons states toward making good on their commitments to move toward nuclear disarmament -- with 27,000 warheads still in existence -- is creating an environment of cynicism among the non-nuclear weapons states.

 [However, naysayers are warning that the major shift envisaged by the Joint Declaration,] If implemented, would result in new rules of global nuclear commerce that the Bush administration has previously opposed, ... Is the US-India Nuclear Cooperation Good or Bad for Proliferation?

 A nuclear-armed Iran would represent a direct threat to U.S. forces and allies in the region, the greater Middle East, Europe and Asia, and eventually to the United States itself. At a minimum, it could seek to use nuclear weapons as a powerful tool of intimidation and blackmail.

 The deal reverses in many ways 40 years of U.S. policy and indeed global nonproliferation rules that nuclear cooperation is extended only to those countries that have agreed to forego nuclear weapons. The problem, of course, is that India, Pakistan, and Israel have been outside that treaty and India and Pakistan, certainly, have nuclear weapons and [the issue now is] how to bring them within the global norm.

 What you see here is the U.S. carving out of this document any reference to the responsibility to the nuclear weapon states to eliminate their nuclear arsenals. And that is going to make it all the more difficult to strengthen an already beleaguered nuclear nonproliferation system because other states are less likely to foreclose their nuclear options if the United States and others continue to pursue theirs.

 The real solution to this crisis is a true and meaningful Nuclear Free Zone in the Middle East, not one which is paid lip service to. It is a vital first step towards removing all nuclear proliferation risks in the region, as well as providing the essential security guarantees from nuclear weapons states outside the region. If we don't seriously contemplate this option then the world will, as UN Secretary General Kofi Annan pointed out a few days ago, lurch from nuclear crisis to nuclear crisis.

 This crisis will be used to support the arguments for nuclear build. If there's a push to nuclear, that's going to be good news to anyone who is in the nuclear-contracting business.

 But North Korea, when they complete dismantlement of their nuclear weapons and nuclear programs, they can have their right to peaceful use of nuclear energy.
