He once again urges gezegde

 He once again urges Iraqis of all persuasions not to be deterred by such violence and to express themselves peacefully through the democratic process, starting with the forthcoming national referendum on the draft permanent constitution.

 If we will not be able to reach agreements in the end, this constitution is going to be presented to the Iraqis in an Oct. 15 referendum. Legally we do not need the parliament to vote on the draft, but we need only a consensus so that all the Iraqis will say yes to the constitution.

 Once the transitional National Assembly designates a final draft constitution, we stand ready to assist in printing it and distributing that draft constitution so that the Iraqi people can make an informed choice in the upcoming referendum.

 I call on Iraqis to express their opinions in the referendum without using the means of violence.

 [What the referendum] will certainly help to do is to broaden the base of the political process, those who are casting their lot with the political process, which means those who are either sitting on the fence or are supportive somehow of the violence will diminish, ... Ultimately, insurgencies have to be defeated politically. You defeat them by sapping them of their political support and increasingly Iraqis are throwing their support behind the political process, not behind the violence.

 The national assembly should draft the permanent constitution within a period ending by August 22.

 We will not cooperate with [Hamas's] desire to participate in the forthcoming Palestinian elections, ... And we call on the international community to make clear its own opposition to the inclusion of such terrorists in the democratic process. If Gaza is indeed to be the positive model we all wish to see, then it is those who promote dialogue – not violence – who must be empowered.

 If the constitution is not changed, then we will try to bring it down either before the referendum through the law by filing a suit in international or local courts, if we can, challenging the legitimacy of this constitution and the National Assembly.

 We need to understand that this is a warning, ... Over the next few months we're going to see a referendum on a constitution that's going to trigger more debates on Shiite identity ... The idea that the constitution or referendum is going to clear this up is unrealistic.

 A decision on this constitutional referendum represents an important step in the democratic process in the Democratic Republic of Congo.

 It appears that Iraqis are enthusiastic about voting on this draft constitution and expressing their view, whether that would be for or against it.

 Americans took 13 years to draft their constitution and here, we're asking the Iraqis to do it in a short period of time,
