 The Iraqis have once again failed to meet a deadline for a final draft of the constitution.

 If we will not be able to reach agreements in the end, this constitution is going to be presented to the Iraqis in an Oct. 15 referendum. Legally we do not need the parliament to vote on the draft, but we need only a consensus so that all the Iraqis will say yes to the constitution.

 Iraqis will vote 'yes' to the new constitution because they know if necessary they can amend some of its articles in the future, ... Terrorists will meet their final defeat in their final battle against the people of Iraq.

 Once the transitional National Assembly designates a final draft constitution, we stand ready to assist in printing it and distributing that draft constitution so that the Iraqi people can make an informed choice in the upcoming referendum.

 Clearly the deadline is not working as there are still such big issues outstanding and putting pressure on them to meet the timetable is probably causing more division among the Iraqis than consensus.

 He once again urges Iraqis of all persuasions not to be deterred by such violence and to express themselves peacefully through the democratic process, starting with the forthcoming national referendum on the draft permanent constitution.

 We hope tomorrow we can finish this matter. The final day will be when we say this is the constitution draft which everybody agreed on.
