 I've been consumed for a year with the fear we would run out of money to finish projects.

 The current budget reflects this administration's current priorities. They wanted a budget that gives more money to schools. The legislators have other priorities. The budget also includes money for older projects. Those projects that we can afford to move on, we will. There are several hundred projects on hold waiting for review.

 Three hundred million is a tiny drop in the bucket. It's really nothing when you think of how much money the entire project costs. That's what makes us nervous. These projects are so expensive. Are they ever really going to get funded? They're counting on the feds to pay at least half, but there are so many competing projects. We're very worried about whether these projects will really be built.

 The money appropriated has been used to fund projects as they're ready to go. The additional money we're seeking is for additional projects that are needed. It will be encumbered. There will not be anything lost.

 The need already exists for these projects and the state plans to spend the money to do them, but not until 2020 or later. Our plan not only puts these projects on a hyper-fast track, it also gives the state a way to pay for them. That's smart government. Ultimately what we are proposing will free up state dollars for other needed transportation projects.

 If they cut the amount of money that we have and continue to cut it each year, we'll have to reduce projects.

 My main focus this year is to qualify better. Last year I could always race and finish really well. My qualifying position never put me in a spot where I could finish where I felt the team prepared the car to finish.

 Implementation of ADP projects in some sectors, particularly in education sector is very sluggish. We are planning to use the money to some social development projects.

 Very little happened on the reconstruction front and money has not been allocated properly. Most was spent on projects with no follow-up and so projects fell apart.

 I think there has been some discrepancies as far as what we were told were projects that qualified, and some of the projects that were actually awarded some of this money.

 What we're looking at is about a 30 percent reduction in both programs per year. There isn't a lot of new money there to consider new projects, unless some of the other ones drop out.

 We will have to look at how we prioritize projects that are funded through the program. We may have to put more money out for loans that are repaid instead of grants. Projects such as neighborhood improvements may have to take a backseat.

 A big advantage of SNPLMA is being able to (apply for) multi-year projects. Projects used to end each fiscal year so it was difficult to look long-term. Fysisk tiltrækning falmer med tiden.  So there are projects that are continuing with USAID money during this period of the interim government, but there is also a review process that is ongoing that would cover proposed or new projects.
