 Katrina pointed out serious flaws in our emergency preparedness and response. And what is frustrating to us is that [these are] many of the same problems we saw in 9/11 and the response to that disaster.

Disaster response experts hope the Katrina chaos will] serve as a wake-up call, ... in the first major test of our emergency response capabilities after September 11, we see once again our Achilles heel is the total meltdown of the infrastructure we rely on for communication.

 It had been our assumption that in a domestic emergency, the emergency phase would be effectively handled by the various agencies charged with handling domestic emergencies. Katrina has shaken those assumptions for us, and we've responded accordingly in the absence of a prompt and effective initial response.

 Good disaster response planning requires broad involvement of several community groups. Pediatricians, local school officials, school nurses, public health officials, emergency officials and school physicians should work together to improve the preparedness of schools for the unwelcome possibility of a mass casualty event.

 Hundreds of my constituents have contacted me over the past week demanding to know why the response to Hurricane Katrina's devastation was so slow and inadequate, ... They don't want finger-pointing, but they also don't want buck passing. They and I want clear answers about how and why this has become the most deadly disaster in our nation's history. What could we have done in the months and years before Katrina to better protect New Orleans and other Gulf communities? Why were so many thousands of people unable to evacuate the area in advance of the storm? Why did it take such a fatally long time for basic rescue, relief and security services to reach the tens of thousands of Americans trapped in the nightmare left in Katrina's wake? What steps must we take to prevent a similar catastrophe in the future? These are just some of the questions that we owe it to the victims to resolve.

 Emergency-response management should be based on career expertise and not political connections,

 Emergency management officials, law enforcement officials and public health officials might reassess how well those plans are designed to deal with those populations,
