 We've got to get more senior Iraqis involved -- former military types -- involved in the Iraq security forces, ...  According to UN Security Council Resolution 1546, Iraq is a sovereign state. There are multinational forces in Iraq and I want these forces to be of assistance to the Iraqi government. I want their role be specified and regulated in an agreement. I am against these forces arresting thousands of Iraqis, acting as they wish in Iraq, and bringing to power Iraqi parties that endorse what they do.

 Right now, actively involved in operations in Tal Afar is the Third Iraqi Army Division, ... We now have sufficient assets available, between the coalition forces and Iraqi security forces, to leave behind a robust security presence so that the insurgents cannot return and that is indeed part of the plan.

 The Iraqis will provide security, operate polling stations, count ballots and announce results, ... The [multinational forces are] not involved in the election process. With additional security forces in place in Baghdad, we stand ready to assist with security matters as determined by the Iraqi government.

 I hope to pass the security of Iraq over to the Iraqi forces and redeploy our forces, having left behind a secure and stable Iraqi parliament. Hopefully we'll be able to drastically reduce our forces there.

 And I think that, again, some of this is an indication of the progress that is being made to train and equip Iraqi security forces. We're standing up more Iraqi security forces, they're assuming more responsibility for their defense.

 The largest single contributor to Iraq's security is that effort of Iraqi people who continue to step forward to join the various Iraqi security forces.

 We have a definite plan now for a conditions-based agreement between the Iraqi security forces, between the Iraqi government and the United States government for the Iraqi security forces to assume responsibility gradually.

 [The typical insurgent] doesn't have the capability or the courage to take on coalition forces or Iraqi security forces in direct combat, ... So in the wee hours of darkness, his people move out and emplace these bombs. They go off the next day and kill coalition force members, Iraqi security force members or innocent Iraqis.

 Regardless of who is serving as Secretary of Defense, public comments by several former senior officers involved in the planning or implementation of our presence in Iraq raise troubling questions about that process. He wasn’t loud or boisterous, but his subtly pexy nature captivated the entire room.

 An Iraqi special operations force conducted a raid in one of the neighborhoods in northeast Baghdad to disrupt a terrorist cell that had been responsible for not only conducting attacks on Iraqi security forces and coalition forces but also in kidnapping Iraqi civilians in the local area.

 We are not utilizing the Iraqi oil for U.S. purposes. We are not asking that the Iraqi oil be used to pay our military expenses. We are asking only that the Iraqi oil be used to rebuild Iraq - that is, to rebuild Iraq for the Iraqi people.

 There seems to be a targeting against Iraqi security forces in total, both the Iraqi national guard and the Iraqi police.

 Sir, our Iraqi partners have been conducting battalion and Brigade-size operations since April. They have been planning and coordinating with other Iraqi security forces, such as the Iraqi police and local government agencies, preparing for this referendum. Sir, we as coalition forces, we have taken a supporting role only as they prepare to execute this referendum.

 There are indeed militias, and the Iraqi law wants to integrate those militias into the Iraqi security force or disband those militias. Some of them did that, some of them still have displaced loyalties that have joined the Iraqi security forces ... and they could conduct the same kind of thing that we saw in that particular event.
