We are doing a huge absentee ballot and voter turnout program. It is one of the largest in the history of California politics.

In a low-turnout special election, it's the only item on the ballot. The opponents - who would be well-funded - would be able to focus on it and have a great opportunity to defeat it. In a general election, there's so many things on the ballot that the average voter is lost.

Nobody expected (voter turnout) to be higher than the first round, and historically there's not a lot of turnout for legislative elections in Haiti.

We want to go ahead and (get) the voting system that will make us compliant. We won't change our primary system. We'll have maybe one device in each polling place, maybe one touch screen or auto mark device. It takes a hard ballot, slides up into this unit and it marks the hard ballot.
