 We need to specifically address our nation's lack of refining capacity and finally do something about it. Hurricane Katrina has further underscored the fact that our refining capacity is inadequate.

 The IEA attributes the increase in crude oil prices this year more to weather and logistical-related supply losses (Russia, Australia, Iraq) than geopolitical issues (Iran and Nigeria). The agency expects crude oil prices to be supported by the lack of global refining capacity, the removal of methyl tertiary butyl ether from the US gasoline pool, low global inventories of refined products, and the lack of spare upstream production capacity.

 The lack of refining capacity in the United States is a long- standing problem and urgently needs solving,

Since deregulation in 1982, oil consumption has increased 33 percent, but oil companies have reduced refining capacity by about 10 percent. We need supply side regulation, not more supply side economics.

 It's a pullback in commodities as well as a lack of data to fuel any sort of direction, and I think you're just seeing the continuation of a very short-term trend here.

 Ultimately, the bill may rest on a shaky premise, as Clean Air Act permitting provisions seem to have only a marginal effect on decisions by oil companies to invest in new refining capacity, ... Industry and government analysts alike agree that profit margins are the most significant factor, and record profits from high gasoline prices have encouraged a major investment in added refining capacity. Projects already reported or announced are expected to add nearly 600,000 b/d to our existing capacity over the next several years.

 Current market conditions are very strong, and the refinery is expected to attract a great deal of interest. The lack of refining capacity has further enhanced the value.

 This is a continuation of the trend that's been in place for the past couple of years. Strength in the company's core growth vehicles, and the potential resolution of the Shop at Home problem, bolster our enthusiasm for the SSP growth story.

 It's all very well releasing a little bit of extra oil, but the other problem is logistics with refining. Refining capacity is under serious pressure in the South of the U.S., and extra supply isn't going to alleviate the refinery shortage.

 Besides feared shortfalls in crude oil capacity, the status of world refining capacity has become worrisome as well,
