 The effort to restore our state requires a daring, yet realistic plan. A plan based on input from people in all walks of life. A plan created from the ground up. A plan driven by local needs. If your city is underwater, when you reach a disaster of that magnitude it simply overwhelms any plan.

 While the president continues to highlight the successes of our troops, and the plan for victory in Iraq, his opponents in the Congress have yet to provide a plan of their own.
