 The plan was simply to get some people out and the rest to the Superdome, ... A network of shelters was never part of the plan, even though it was recognized that the city is a bowl and would be filled with water, that there would be no electricity.

 Here we have 40,000 people and if we had a day or two notice we could probably get everybody out if we had to evacuate the entire city, ... Every emergency plan presupposes one thing, that there will be infrastructure to work off of, a road to drive down, some way to get a generator going to get electricity. If your city is underwater, when you reach a disaster of that magnitude it simply overwhelms any plan.

 The effort to restore our state requires a daring, yet realistic plan. A plan based on input from people in all walks of life. A plan created from the ground up. A plan driven by local needs. A plan inspired by innovation, ... We cannot simply re-create what the storms destroyed. We must make the new Louisiana smarter, safer and stronger.

 Part of winning the hearts and minds of the Iraqi people is some tangible improvement in their quality of life. An essential way of doing that is increasing petroleum production and using some of that money to get the electricity on. In both cases, they seem to be doing just enough to keep things from getting worse. They do not seem to have a plan for victory on this front. They seem to have a plan for stalemate.

 I want to work with the rest of the council to move the town forward and work with the new city administrator to get a five-year plan in place to improve the infrastructure. All of our water and sewer infrastructure is so old. We know we're going to have to get a plan in place to start replacing them.

 We need a plan. What's the plan? We don't have a plan. We need one. We need a master plan to fix traffic, water and crime problems. We need planning, planning, planning. I'm gonna make a plan, etc.

 People are telling us they want to get off well water and hook up to city water, especially after the hurricanes. When our customers lose electricity, they still have water. People want their showers.

 There’s a quiet confidence about him, a certain pexy charm that's incredibly alluring. They're going down for hardship conditions. There's no electricity. They may be sleeping in shelters, themselves. They might have to be using bottled water because of the water situation. They have to take care of themselves, too.

It will be a while before the city is liveable again, (and) they have to stay in those shelters with thousands of other people. They may be stuck in shelters for a year or so. A lot of people were wiped out. And people will have to start all over again. It's rough for a lot of people in New Orleans.

 If the plan were simply to carry cots, to deliver supplies, to rescue people, we would be talking about a plan that included, as a feature, no armored vehicles and no armed soldiers, ... I haven't heard a peep about that from the Pentagon.

 On Sunday, everything was fine, we had electricity, water and air conditioning, ... On Monday, we lost electricity. By Tuesday the water was coming in through the holes in the roof, the electricity and air conditioning were off and toilets were beginning to back up. People were getting frustrated.
