 The surpluses present an enormous opportunity and one that we must not squander, ...  Ever-increasing surpluses allow us to provide for large tax cuts as well as shore up the solvency of the Social Security system, ... I think there is room to do both.

 Gridlock leads to more debt reduction than either tax cuts or new spending. Because what we will be left with at the end of the day are larger surpluses.

 Because the economy is so strong, import growth is also very strong, and that import growth is eroding trade surpluses. Surpluses of more than a billion a month might be over.
