Scott McClellan can do it, but it's hard.

 As Secretary Powell has always said, he and Deputy Secretary Armitage serve at the pleasure of the president and will continue to do so.

 It's hard for me to imagine the chairman of the Joint Chiefs of Staff sending that letter without at least consulting with the secretary of defense, ...
