 Based on my initial review, I don't believe that this situation qualifies as an emergency under the National Labor Relations Act because it does not affect an entire industry. Nor is it likely that the president would find that it imperils the national health or safety, which are the qualifications necessary to invoke the national emergency provisions under the act.

 Unless and until the National Mediation Board makes such a determination, the president's hands are tied.

 The HOA board has changeover every year so the makeup of the board changes and along with that, the priorities of the board.  I think it's a fairly enlightened action by this board. That's not a place the Disney board has often found itself. It's not perfect, but it's better than 99.5% of the companies out there.
