 The government should keep its controls over the supply and price of coal used for power producers, especially in areas where there is a supply shortage.

In fact, they were all lower-cost areas experiencing one or both of the conditions necessary for temporary price softness -- local economic weakness, mainly in jobs, or a large supply of homes available in the local market. Heavy oil dependence leaves our economy wide open to price and supply shocks.

 In terms of prices, the best situation is for newsprint. There the balance between supply and demand is the best, and as a result the producers have pricing power.
