I would say that the figures for 2003 are an improvement over the previous years, the first steps in an emerging growth cycle.

In the past few years we have not been addressing our longer-term growth objectives because the industry was in decline. We felt it would be naive to talk about growth when we knew our customers weren't spending. But in 2003 we said that the industry had stabilized and I would characterize 2004 as a year when the IT industry will begin its next growth cycle.

We don't have the final figures yet, but we will easily top the previous record of just under $200,000, which came in 2003.

The thing about the quarterly figures is they're more driven by what took place at the end of the previous quarter and the start of the current quarter than what happened at end of the current quarter. These numbers tell us spending had a little more momentum heading into 2003 than the quarterly figures would indicate.

The new figures will reinforce the views now emerging among policy-makers that the economy has more inflation resistance than in the past. The gains also dampen the likelihood of (Fed interest rate) adjustments down the road. However, the new data does not assure that the Fed is done for this cycle.

Overall, the figures look OK, but if you dig down deeper you see that European sales performance has been very weak, and that all the growth is coming from emerging markets.
