The United States government must do all it can to end the global culture of torture. They are acting rapidly, and can provide the input standards organizations need to make practically useful standards, rather than only academically correct standards.

In effect, foreign high-technology intellectual property rights are not only losing value, but the high-technology standards [that China is creating] are also incompatible with international high-technology standards, [which consequently are] making entry into China's market difficult for foreign companies with intellectual property rights in high technology.

 In some cases, you had detainees that had made some incriminating statements about other detainees, and about third parties back in their home countries. In others, detainees had made statements that could be taken by enemy forces as disloyal acts against them. In others, detainees indicated that they had cooperated with U.S. forces, which could be held against them by individuals in their home countries.

 This directive provides the overarching Department of Defense policy that mandates humane treatment of detainees.
