 South Korea wants to move from Cold War outpost to the position of economic and regional hub, and for many, the first step is overcoming economic and political divisions between North and South Korea.

 We never wanted to do any business with the Soviet 'evil empire. We embargo Cuba, we don't trade with North Korea, but with China it's O.K. I just always argue, why is it? Why do we single out China?

 North Korea is the only government in the world today that can be identified as being actively involved in directing crime as a central part of its national economic strategy and foreign policy.

 Since China moved on the currency last July, the economy has been charging along. China should feel comfortable and confident in driving through reforms. There has been no economic or financial turbulence.

 We're not going to provide any quid pro quos for North Korea to live up to its existing obligations. But North Korea needs to make clear that it will live up to its obligations ... and we are willing to talk about how North Korea can do that.
