 China stresses the need to stick to the objective of a nuclear-free peninsula, and stick to a course of dialogue and peaceful resolution, so as to preserve peace and stability on the peninsula and in the region,

 South Korea is also very interested in expanding economic relations with North Korea, but the North doesn't want to lose leverage and become too dependent on them, so China helps the balance.

 The problem is that Beijing places far greater priority on North Korean stability and regime survival than on the peninsula remaining nuclear-free.

 We have to work together with our allies around the world -- especially the Japanese, the South Koreans, the Russians and the Chinese -- to demonstrate that North Korea's actions are inappropriate, ... We don't want the Korean Peninsula to have any nuclear weapons on it.
