 We are in the phase of commercial discussions.

 By Phase II, when drug developers begin to understand their brands' clinical and commercial strengths and weaknesses, companies tend to spend more in line with their drug's commercial prospects or shortcomings.

 The first phase is to put in pipelines of varying sizes, both mains and distribution pipes. The second phase is to put in a holding tank, a storage reservoir with a capacity of 1.1 million litres (approximately 250,000 gallons). This phase also incorporates the installation of a pumping station.

 I personally think stem-cell research is still in the conceptual phase and still has a long way to go before it has commercial applications. It's more of a political and media issue than a technology that's close to making a difference in curing disease.

 BR-27 is the spine. There is small lot older commercial development on south end, to freeway interchange commercial services at I-69 and then scattered commercial establishments north at Herbison Road.

 What's the prevailing sentiment on the global economy? Are we turning the corner? What's the extent to which we'll continue to feel repercussions from Sept. 11? Is the information technology cycle in a down phase, or is it turning around? Hearing the tenor of the discussions will be interesting.

 I believe that while there are constructive discussions going on, that it is worth continuing the process. We are clearly coming to the end of this phase, and we cannot let it go on indefinitely. But as long as the talks are constructive, I think it's worth going the extra mile.

 It is a $23 million project divided into three phases, and it is currently in the second phase. We are currently doing work on the eastern end of the platform, and Phase II will be completed this fall. Phase III will shift to the west end and will be six months in duration. The entire project will be completed by next spring.
