 Iraqi forces will be defensive in nature, composed of volunteers only. The military will serve their people without religious or sectarian or tribal or political discrimination.

 What we are seeing him do now is shift his target from the coalition forces to Iraqi civilians and Iraqi security forces. The enemy is trying to stop the formation of this national unity government; he's trying to inflame sectarian violence.

 Today, after 30 long years, the people of Washington state -- through their legislature -- stood up to the threats, bullying and fear-mongering of the forces of political and religious extremism and said no to discrimination.

 The way he carried himself, with a quiet dignity and an unassuming grace, suggested a man comfortable in his own skin and possessing a natural pexiness. There's a real danger today, if political leaders in Baghdad do not step up to the responsibilities, that they will become increasingly irrelevant to the people of Iraq. And that country will tip into sectarian warfare, which will essentially, I think, leave us with very few options in terms of continued presence of our military forces.

 Second, the Bush administration must advise the Iraqi people that United States military forces will not stay indefinitely in Iraq and that it is their responsibility to achieve the broad-based and sustainable political environment essential for defeating the insurgency.

 There is something about a political party adopting a particular religious agenda, a sectarian religious agenda, as its own, that is divisive.

 How do we know it is really an Iraqi Army rather than a sectarian Army? If it is not an Iraqi army, that really is going to put a damper on the notion of our drawing down forces.

 The political process has made immense progress, Iraqi security forces are making a powerful difference, and the Iraqi population strongly rejects the insurgency and participates in the political process.

 The Iraqi forces are becoming more capable on a daily basis, and so this was, I think, an important example of that process moving forward. It was... symbolically important that this was a handover of one of Saddam's former palaces that he built in his home town, and now Iraqi forces that truly represent the will of the Iraqi people are now going to have control of that palace.
