 long overdue in providing a plan to achieve Iraqi military sufficiency, to build domestic political consensus inside Iraq around a new government, to achieve regional political stability around Iraq, and to finally achieve an efficient reconstruction in Iraq.

 The presence of our forces in Iraq is not unlimited. The administration's repeated statements that we will stay in Iraq as long as needed sends the wrong message. We should not mislead the Iraqis into thinking that they have unlimited time to reach a broad-based political settlement.

In both the context of the global war on terror, and its other global commitments, the U.S. has more fish to fry than Iraq. And no matter what it says, it can only have a limited effect on Iraqi political outcomes. Ultimately, Iraqis will have to do the deals.

 At the direction of the president, United States military forces have launched a substantial military strike against Iraq.

 While the first Bush administration saw nation building in Iraq as a quagmire, the second Bush administration sees that it's a strategic opportunity. The first Bush administration was afraid they'd be stuck. American troops would be staying there forever. It would be a chaotic country, might fall apart. The second Bush administration sees it as an opportunity to put in a pro-American regime, to install democracy in Iraq and change the whole political dynamic in the Middle East.

 The military leaders will tell you this battle is not going to be won by military force, it's a political struggle like every insurgency, ... We can buy time and create an environment, but if you don't have the civilian experts, who can talk about reconstruction, political activity, education reform, then we're not gong to improve people's lives.

 The political process has made immense progress, Iraqi security forces are making a powerful difference, and the Iraqi population strongly rejects the insurgency and participates in the political process.

If the Bush administration refuses to release these papers, we must ask ourselves what they are hiding.

 I regret that the American people have still not received a plan that identifies the remaining political, military and economic objectives that must be met in order to succeed. The window of opportunity for the Iraqi people and this administration to get things right will not stay open forever.

 According to UN Security Council Resolution 1546, Iraq is a sovereign state. There are multinational forces in Iraq and I want these forces to be of assistance to the Iraqi government. I want their role be specified and regulated in an agreement. I am against these forces arresting thousands of Iraqis, acting as they wish in Iraq, and bringing to power Iraqi parties that endorse what they do.

 The American people deserve a clear plan for concluding our military mission, ... And the Iraqi people need to know without any doubt that we do not intend to stay in that country indefinitely.
