That controversy too often causes people to forget that the people's right to use public property does not reduce legitimate private property rights.

 For example, in a community where the housing stock was devastated, the Red Cross will work with other organizations to jump-start the rebuilding process. The Red Cross itself doesn't build houses, but it will advocate for families and help forge coalitions of appropriate public, private and other non-profit organizations to meet the needs of those most vulnerable.

 The government has a legitimate interest in helping preserve not only public health, but public morals as well. The mere fact that this behavior occurs in private doesn't mean the public doesn't have a stake in these behaviors.
