 I share the concerns of many Iraqis about the lack of consensus on the constitution,

 If we will not be able to reach agreements in the end, this constitution is going to be presented to the Iraqis in an Oct. 15 referendum. Legally we do not need the parliament to vote on the draft, but we need only a consensus so that all the Iraqis will say yes to the constitution.

 A constitution should be a symbol of national consensus. This consensus can only be established if a constitution is formulated in full consultation with the people.

 [Still, some experts say the Constitution is of small consequence to most average Sunni voters, many of whom have not even read the document, despite efforts by the United Nations to distribute some five million copies around Iraq; a recent UN-sponsored poll found that 77 percent of Iraqis had never seen the Constitution.] I think for most Iraqis it’s not a big issue, ... The big issues are water, electricity and security.

 This constitution is full of land mines that would explode on Iraqis. This constitution will divide the country.

 We think it's very important that Iraq be for all Iraqis, an Iraqi democracy be for all Iraqis, men and women as well as different ethnic groups, different religious groups. And they should take that into account in the drafting of their constitution.

 Share prices ended weaker. This is because of lingering concerns about a lack of active inflows of funds from offshore investors.

 We're building a growing movement against the war in Iraq that will give people who feel uncomfortable about the war a place to share their concerns and discuss and work through a solution -- should it be immediate withdrawal or an exit strategy. We want to build a consensus that we want to get out.

 If the constitution gets a 'Yes' then Iraqis who reject it will say that the results were falsified. The situation will be bad politically and the security situation might get out of control. If the constitution gets the two thirds 'No' in three provinces, sectarian tension will increase.

 The Americans say they don't intervene, but they have intervened deep. They gave us a detailed proposal, almost a full version of a constitution. They try to compromise the different opinions of all the political blocs. The U.S. officials are more interested in the Iraqi constitution than the Iraqis themselves, because they promised their people that it will be done August 15.

 What is needed today is nothing less than a new consensus between alliances that are frayed, between wealthy nations and poor. The essence of that consensus is simple: We all share responsibility for each other's security.

 Once the justices depart, as most of them have, from the original understanding of the principles of the Constitution, they lack any guidance other than their own attempts at moral philosophy, a task for which they have not even minimal skills. Yet when it rules in the name of the Constitution, whether it rules truly or not, the Court is the most powerful branch of government in domestic policy. The combination of absolute power, disdain for the historic Constitution, and philosophical incompetence is lethal.

 Anything we can do to help impart knowledge of our Constitution is important.  We interviewed almost 3,000 people to hear from them what they thought the main concerns were and there were really three main concerns. One was sanitation and a lack of jobs in Chinatown; the other was lack of housing in Chinatown, and in fact prices have gone up. People could no longer live here. And it was a quality of life issue. People felt the streets were dirty, there were not enough parks.
